It depends on your passport, not your UAE residency. Most UAE residents need a visitor visa (the Temporary Resident Visa), because the Canada eTA is limited to travellers from a set list of visa-exempt countries flying to Canada. A UAE residence permit does not put you on the eTA list.

So the first question is never "where do I live", it is "what passport do I hold". Check that, and your route becomes clear.

This trips up more UAE applicants than any other Canada question. People hear about a quick online eTA a friend used and assume it is open to everyone, then find it was tied to that friend's passport. Canada's list of visa-exempt (eTA-eligible) nationalities changes over time, and some countries have partial eligibility. Always confirm the current position for your specific passport on the official IRCC website before assuming an eTA is open to you.

The eTA is tied to arriving by air. Even eligible travellers entering another way may face different rules. If your nationality needs the visitor visa, though, this distinction does not change your route: you apply for the TRV regardless of how you arrive.
